The main function and activity of Town & Country planning are governed under M.P. Nagar Thata Gram Nivesh Adhiniyam 1973 and rules prepared there under eg M.P.Nagar Tatha Gram Nivesh Niyam 1975 and M.P.Bhumi Vikas Niyam 1984. The main functions are, preparation of Town Development Plan , Review Evaluation and Modification of existing Development Plan, Preparation of Regional Development Plan , Monitoring and Enforcement of various schemes such as Integrated Development Plan of Small and Medium Towns (IDSMT) and Urban Infrastructure Development scheme for Small & Medium Towns (UIDSSMT), Control on unauthorized development in towns and functions of State Nodal Agency for National Urban Information System Scheme.The Directorate is functioning in its own building situated in E-5, Arera Colony, Pariyavaran parisar, Bhopal, along with 24 subordinate offices. Out of which 6 offices are headed with Joint Director level officer, 7 offices are headed with of Deputy Director level, officer and remaining 11 offices are headed with Assistant Director level officer.

Environmental Planning & Coordination Organisation 

EPCO stands for Environmental Planning and Co-ordination Organisation Established in 1981, EPCO is a unique organisation in terms of the foresight and the width of its mandate. EPCO has worked closely with the state government yet attempted to establish its own identity as an autonomous organisation. In the last 27 years it has played a special role in the environment-related matters in the state of Madhya Pradesh.The last 25 years have witnessed some of the most significant developments from the perspective of sustainable development and environment. EPCO has been in the unique position to witness these developments in the field of environment almost from the time they began to unfold.EPCO is one of the first organizations to foresee the importance of conducting advanced studies on environmental impact assessment and environmental conservation. By undertaking pioneering work in EIA’s and environmental conservation it prepared the State to address the environmental concerns that were emerging nationally and globally.

M.P. Housing Board 

The Madhya Pradesh Housing Board was established as a body corporate under the Madhya Pradesh Griha Nirman Mandal Adhiniyam, 1972 which replaced the earlier similar Act of 1950. MP Housing Board is one of the very few, perhaps the only, Housing Board in the country, not to receive a single rupee as subsidy from the Government. All its projects and programmes, including its internal cross subsidies, are arranged for by the economics of the project itself, in consonance with what the market can bear.

M P Pollution Control Board :

Madhya Pradesh Pollution Control Board was established on 23rd September,1974 under the provisions of Madhya Pradesh State Prevention and Control of Water Pollution Act,1974. Madhya Pradesh Pollution Control Board was formed under the provisions of section 4 of Water (Prevention and Control of Pollution) Act, 1974. The Board is also functioning as the State Board under section 5 of the Air (Prevention and Control of Pollution) Act, 1981.The Board Consists of Chairman, Member Secretary and Official and Non-Official Members as laid down under the provisions of section 4 of the Water (Prevention and Control of Pollution) Act, 1974 and section 5 of Air (Prevention and Control of Pollution) Act, 1981.Apart from the above said Acts, the Board is also enforcing the following
    Acts & Rules : -
  • The Water (Prevention & Control of Pollution) Cess Act, 1977, and as amended in 1991.
  • The Water (Prevention & Control of Pollution) Cess Rules, 1978.
  • The following Rules framed under Environment (Protection) Act, 1986 : 
    - Hazardous Wastes (Management & Handling) Rules, 1989, and Amendment Rules 2000.
    - Manufacture, Storage and Import of Hazardous Chemical Rules, 1989. 
    - Environmental Impact Assessment Notification, 1994 and 1997.
    - Bio-Medical Waste (Management & Handling) Rules, 1998, and Amendment Rules 2000. 
    - Recycled Plastics Manufacture & Usage Rules, 1999. 
    - The Noise Pollution (Regulation & Control) Rules, 2000. 
    - Municipal Solid Wastes (Management & Handling) Rules, 2000.
    - Ozone Depleting Substances (Regulation & Control) Rules, 2000. 
    - Batteries (Management and Handling) Rules, 2001.
  • The Public Liability Insurance Act, 1991.
    Functions of the Board : - The Important functions of the Board under Water (Prevention and Control of Pollution) Act, 1974, and Air (Prevention and Control of Pollution) Act, 1981, (Section 17) are
  • To plan comprehensive program for the prevention, control or abatement of pollution and secure executions thereof,
  • To collect and disseminate information relating to pollution and the prevention, control or abatement thereof,
  • To inspect sewage or trade effluent treatment and disposal facilities, and air pollution control systems and to review plans, specification or any other data relating to the treatment plants, disposal systems and air pollution control systems in connection with the consent granted,
  • Supporting and encouraging the developments in the fields of pollution control, waste recycle reuse, eco-friendly practices etc.
  • Creation of public awareness about the clean and healthy environment and attending the public complaints regarding pollution.
  • To advise the State Government on any matter concerning the prevention, control or abatement of water pollution and air pollution.
  • To encourage, conduct and participate in investigations and research relating to problems of water pollution and prevention, control or abatement of water pollution.
  • Laydown, modify or annul effluent standards for the sewage and trade effluents
The Board has its Central Office at Bhopal. The enforcement of the above stated Acts and Rules are being implemented through Ten Regional Offices, Four Sub Regional Office, Two Monitoring Centre and Three Single Window offices. Ten Regional offices are operating in Bhopal, Indore, Dhar, Guna, Gwalior, Jabalpur, Rewa, Sagar, Satna and Ujjain. Four Sub Regional Offices are operating at Chhindwara Dewas, Katni and Waidhan. Two monitoring centre are operating at Amlai and Nagda. The Central laboratory of the Board is located at Bhopal. Regional laboratories have been set up along with Regional Offices of Bhopal, Indore, Dhar, Guna, Gwalior, Jabalpur, Rewa, Sagar, Satna and Ujjain.The Central Office of the Board is responsible for making general policies relating to enforcement of the above said Acts and Rules and it also carries out general administration and co-ordination with other agencies. The Central Laboratory of the Board is well - equipped and can take up analysis of water, waste water, stack emission samples, ambient air samples, bio-assay tests, bacteriological analysis, etc.

Disaster Management Institute 

Disaster Management Institute (DMI), Bhopal is one of the leading organizations in the country, which has attained substantial credibility in imparting professional training and conducting consultancy services on natural and man-made disasters management. Established in 1987 in the backdrop of the world's worst-ever industrial disaster (1984) in Bhopal, DMI is an autonomous organization under the Housing and Environment Department, Government of Madhya Pradesh. This is the only institute of its kind in the whole country, which is dealing both natural and industrial disasters.
  • National NDMA ,the apex authority of the country working under the chairmanship of Hon'ble PM of GOI has selected us as one of the core members in preparetion of "Chemical Disaster Managemnt" NDMA is also taking our advice in conductiong Chemical Disaster Mock Drill across the country.For the Year 2007-08 we are conducting the Chemical Mockdrill at Manglore (Karnataka), Vishakapatnam(AP), Chittorgarh(Rajasthan), Cochin(kerala), Surat(Gujrat), Mumbai(Maharashtra), Dibrugarh(Assam), Rupnagar(Punjab)
  • Planning Commision Govt of India has also selected as one of the members for the working Group on Disaster Managemnt for the next five year plan 2007-12

IIt is one of the Nodal Training Institutes in our country for imparting training on Human Resource Development Programmes. DMI has also been identified by the Ministry of Home Affairs, Govt. of India, as a Regional Training Institute for imparting trainings on Incident Command Systems. At present the institute has two divisions: Industrial Disaster Management Division and Natural Disaster Management Division. The institute is supported by the Government of Madhya Pradesh, Ministry of Home Affairs and Ministry of Environment & Forests, Government of India.The principal objective of the institute is to evolve techniques for and enhance competence in prevention, preparedness, mitigation and management of natural as well as industrial disasters. Towards this end, the institute caters for the professional development and disaster management requirements of the government as well as public and private sectors. The institute offers both training courses and consultancy services on various facets of mitigation and management of disasters. The objectives of DMI, as enunciated in the Memorandum of Association, are as follows: -

  • Train Govt. officials, executives of PSUs and private sector firms in various facets of Disaster Management.
  • Carry out research on causes, effects etc. of disasters, management, and mitigation and on state-of-art techniques.
  • Collect, store and effectively disseminate information regarding hazards and disasters.
  • Offer consultancy services to industry and others.
The ultimate objective of the Institute is to 'prevent or mitigate the consequences of disasters and thereby benefit the general community'.

State Institute for Town Planning

  • Madhya Pradesh Vikas Pradhikaran Sangh, (MPVPS), a federation of Urban developmental bodies in the State of Madhya Pradesh, is an Autonomous Body under the aegis of the Housing and Environment Department, Government of Madhya Pradesh and has been registered as a Society in the year 1980, under M.P. Society Registration Act, 1973.
  • The objective behind the formation of the MPVPS was to provide a forum for the Urban Local bodies and other developmental agencies to provide technical expertise, technical guidance in project management, study and research backup through consultancy services. Since it was a body formed under the aegis of the Government of Madhya Pradesh, it is also ordained to implement the works and the tasks assigned to it by the Government.
  • The Honorable Minister, Housing & Environment Department, Government of Madhya Pradesh is the ex-officio President of the MPVPS, with Principal Secretary/Secretary, to the Government of Madhya Pradesh, Housing & Environment Department as ex-officio Vice President and Chairman, Board of Directors, and Director, Town & Country Planning as ex-officio Executive Director. The activities of MPVPS are governed by a 12 member Board of Directors under the Chairmanship of Principal Secretary, Housing and Environment
  • The Organization at present has 222 members comprising of 6 Development Authorities, 2 Special Area Development Authorities, 5 Municipal Corporations, 57 Municipal Councils and 152 Nagar Panchayats which constitutes to almost two thirds of the Urban Centers in the State.
  • MPVPS provides services to the Local Bodies in the fields of Survey, Planning, Urban Design, Architecture, Urban Infrastructure and Engineering, Project Management, & Financial Resource Management through consultancies (in-house and out-sourced).
  • MPVPS is a self sustaining Organization with no budgetary support from the State Government. The entire financial resource generation is through the membership fees and the consultancy services. The accounts of the Organization are audited annually by a Chartered Accountant.
  • The organization has completed a number of Housing, commercial, township, infrastructure and transportation projects over the last 27 years.
  • The Govt. of Madhya Pradesh, Housing & Environment Department declared Madhya Pradesh Vikas Pradhikaran Sangh as Nodal Agency for the IDSMT schemes in the State as per the provisions of revised guidelines of IDSMT schemes issued by Govt. of India in 1995. Vikas Pradhikaran Sangh is providing Architectural and Engineering Consultancy to the towns selected under IDSMT scheme and also monitoring the financial and financial progress of the schemes. Schemes for 97 towns have been sanctioned under this scheme in a period of 9 years i.e. 1995-96 to 2004-05. At present on an overall basis, 45 towns have already qualified for the second installment available after utilizing the mandatory 70 % of the initial release, 9 are on the verge of qualifying for the second installments and the remaining are in the implementation process. Utilization to the extent of 45% of the total amount released has also been received and a major bulk is expected this year as all the 49 towns sanctioned in the last two years get into implementation.
  • The State Govt., Urban Administration and Development Department declared Madhya Pradesh Vikas Pradhikaran Sangh as State Nodal Agency for Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) vide order no. 101/F-10-27/05/18-2 dt. 6th January 2006. MPVPS has appraised schemes for 22 towns and 30 schemes for 18 towns have been sanctioned by the State Level Sanctioning Committee. The total cost of the sanctioned schemes is Rs.212.29 Crores out of which GoI assistance is Rs 169.83Crores and State assistance is Rs 21.23 Crores. The remaining cost will be borne by the respective local bodies.

Capital Project Administration 
Bhopal was established as the capital of newly organized state of Madhya Pradesh in 1956. For planned development, beautification and conservation of environment of the Capital, the Capital Project Administration was set up on 1.10.1960 on the approval of Planning Commission, Government of India. The responsibility of comprehensive development of a city rests with the Housing & Environment department of the state Government. Under the Housing & Environment Department, master plan is prepared for rural and urban development. According to this the task of city development is taken up. The Capital Project Administration headed by the Principal Secretary as the Administrator has been set up under the Housing & Environment Department for overall planned and speedy development worthy of Capital’s splendour. For proper coordination of various works a separate Forest division has been established under the Capital Project Administration besides the Engineering departments. In accordance with the master plan prepared and land reserved by the Housing & Environment Department, the Capital Project Administration undertakes the construction, development and maintenance of Roads, parks and buildings and further it safeguards and develop the land marked by the Nazul Officer. Quick decisions and actions are possible as the Principal Secretary being the sole Administrator effectively coordinates and controls all these activities.
